Pharmacy Benefit Management of Medicaid, BadgerCare Plus, and SeniorCare Prescription Drugs

The Department of Health and Family Services has issued a Request for Information (RFI) as a means to solicit innovative ideas to achieve pharmacy benefit savings in programs administered by the Department’s Division of Health Care Access and Accountability (formerly the Division of Health Care Financing).  Programs may include BadgerCare Plus, Medicaid, and SeniorCare.

This is neither a Request for Bid (RFB) nor a Request for Proposal (RFP).  No purchases will be made on the basis of responses to this Request for Information (RFI) and no contracts will be issued.  Information received from release of this RFI, however, may result in the issuance of an RFB or RFP at a later date.

Health Care Quality Assurance and Utilization Review for the Wisconsin Medicaid Program

On November 30, 2007, the Department of Health and Family Services (DHFS), Division of Health Care Financing (DHCF), issued a Request for Bids (RFB) to contract with a qualified Vendor to serve as the External Quality Review Organization (EQRO). The EQRO provides health care reviews relative to quality of care provided to persons covered under the Wisconsin Medicaid program. The selected Vendor must be a peer review organization designated by the federal Centers for Medicare and Medicaid (CMS). Details and requirements are found in the documents referenced below.

BadgerCare Plus Healthy Living Individual Incentive Pilots

This Request for Applications (RFA) invites proposals from health maintenance organizations currently under contract with the Department of Health and Family Services to design and manage individual incentive programs for BadgerCare Plus members. These demonstration pilots are designed to test the effectiveness of using individual incentives to encourage individuals to adopt healthier behaviors which lead to better health outcomes. 

The Office of Policy Initiatives and Budget and the Division of Health Care Financing will use the results from this process to award grants for the period from April 1, 2008 through March 31, 2010.

Business Services and Systems (incorporating the current CARES System)

The Department of Health and Family Services and the Department of Workforce Development are currently preparing a Request for Proposal (RFP) entitled Business Services and Systems. This RFP will include, but is not limited to, maintenance and enhancement of the state’s benefit eligibility determination system known as CARES (Client Assistance for Re-employment and Economic Support), related automated business systems, and other business services.

Planned release date for this RFP is tentatively set for June, 2008.

Division of Public Health (DPH)

REQUEST FOR INFORMATION (RFI) for An Emergency Medical Services Licensing System - RFI # 01 08 DPH-JSS

The purpose of this document is to solicit information from vendors on available software for an Emergency Medical Services licensing system for the Department of Health and Family Services’ (DHFS) Division of Public Health (DPH). DHFS is seeking information about the hardware and software required, the performance capabilities, the range of costs associated with a system, and the functional capabilities of systems that encompass a secure Web-based communications system for use by DPH, Wisconsin emergency medical technicians and Wisconsin emergency medical services.

This is not a request for bid.

No purchases will be made based on responses to this Request for Information (RFI).

The State of Wisconsin, as represented by its DHFS, intends to use the results of this process to finalize specifications for a new EMT licensing system. The results of this information gathering process may also be used by the State to create and issue a Request for Bid or Request for Proposal that may result in the issuance of State contract(s).

Statewide Vital Records Information System - RFP # 1580 DPH-EG

The purpose of this document is to provide interested parties with information enabling them to prepare and submit a proposal for configurable off-the-shelf software for an automated Statewide Vital Records Information System for the Wisconsin Department of Health and Family Services (DHFS). The Department's Division of Public Health seeks to procure and implement a system for use at the State Vital Records Office and Local Vital Records Offices and their partners throughout Wisconsin. Partners include private entities and governmental agencies that prepare, file, or amend vital records or, in other ways, interface with the Wisconsin Vital Records System. The System must assure timely responsiveness, security, and confidentiality of information for all users.

The State of Wisconsin, as represented by its DHFS, intends to use the results of this process to award a fixed price contract to purchase an automated Statewide Vital Records Information System. The State also intends to use the results to contract to provide implementation, consultation services, data conversion, installation, interface development, roll-out, training, and maintenance/support services. The State reserves the right to determine the most effective division of the project with options to choose a single vendor or subdividing the project (e.g., system, implementation/roll-out training), potentially involving more than one vendor. A vendor may not respond to only select portions of this RFP. The State may, at its discretion, decide not to award a contract.

Division of Long Term Care

Pathways to Independence Regional Grants

The Pathways to Independence project within the Wisconsin Department of Health and Family Services, Division of Long Term Care is offering grant funds up to $440,000 statewide to decrease barriers to and increase opportunities for person-centered, integrated employment in order to support people with disabilities in achieving their desired employment outcomes.

Wisconsin Self Directed Supports Waiver Program

On February 20, 2008 the Division of Long Term Care, Bureau of Long Term Support announced the release of two RFP's that will assist the State to create an alternative choice for consumers of publicly funded long term care supports and services as the state implements long term care reform. The RFP's are for the services of an Independent Consultant Agency (ICA) and also for a Financial Services Agency (FSA). The state intends to contract with a successful respondent to begin operation of these services not later than July 1, 2008.

Deadlines are the same for both RFP's:
Questions must be submitted in writing no later than 2:00 PM CST Wednesday, February 27, 2008.
Proposals must be received no later than 2:00 PM CST Friday, April 4, 2008.

Division of Mental Health and Substance Abuse Services 

Solicitation of Proposals for Coordinated Services Team (CST) Initiative

You are invited to submit a proposal to the Wisconsin Department of Health and Family Services (DHFS) for a Coordinated Services Team (CST) Initiative. Funds are being provided to promote a system change emphasizing family-focused, strength-based services to families with children involved in mental health, substance abuse, and child welfare services.

The Request for Proposal (RFP) contains information regarding technical specifications and response requirements. Detailed program planning, design, monitoring, reporting and evaluation procedures will be required. Requirements in this RFP will be used to rank and select new CST counties and tribes that will be funded as money becomes available. There will be $39,000 available as of July 1, 2008 and $53,500 on October 1, 2008, with additional funds anticipated in the following years to fund eight more sites in 2009, four sites in 2010, and two sites in 2011.

Division of Quality Assurance

Informal Dispute Resolution Services

The purpose of this document is to provide interested parties with information to enable them to prepare and submit a bid to the Wisconsin Department of Health and Family Services, Division of Quality Assurance (DQA).  Bids are for providing federally mandated and state Informal Dispute Resolution (IDR) reviews and recommendations of nursing homes and facilities for the developmentally disabled (FDD) cited deficiencies.  The Wisconsin state agency does not conduct its own IDR.  The contractor will be responsible for all IDR requests received in the state.

The State as represented by the Department of Health and Family Services intends to use the results of this solicitation to award a contract for IDR reviews and recommendations as defined by the U.S. Department of Health and Family Services.
