Health Care Quality Assurance and Utilization Review for
the Wisconsin Medicaid Program
On November 30, 2007, the
Department of Health and Family Services (DHFS), Division of Health Care
Financing (DHCF), issued a Request for Bids (RFB) to contract with a
qualified Vendor to serve as the External Quality Review Organization (EQRO).
The EQRO provides health care reviews relative to quality of care
provided to persons covered under the Wisconsin Medicaid program. The selected Vendor must be a peer review organization designated
by the federal Centers for Medicare and Medicaid (CMS). Details and requirements are found in the documents referenced

BadgerCare
Plus Healthy Living Individual Incentive Pilots
This Request for Applications (RFA) invites proposals from health maintenance
organizations currently under contract with the Department of Health and
Family Services to design and manage individual incentive programs for
BadgerCare Plus members. These demonstration pilots are designed to test the effectiveness of using
individual incentives to encourage individuals to adopt healthier
behaviors which lead to better health outcomes.
The Office of Policy Initiatives and Budget and the Division of Health Care
Financing will use the results from this process to award grants for the
period from April 1, 2008 through March 31, 2010.

Community-based BadgerCare Plus Enrollment
On October 30, 2007, the Department of Health and Family Services
(DHFS), Division of Health Care Financing (DHCF), Bureau of Eligibility
Management (BEM) issued a Request for Proposal (RFP) to contract with
qualified Vendors to provide application assistance for the BadgerCare
Plus Program. Links to this document are found below.
BadgerCare Plus will create a single, comprehensive health care safety
net program for families that merges the “family” MA, BadgerCare and
Healthy Start Programs. The new program will provide access to affordable
health insurance for all kids as well as expand eligibility in other
areas. Funding will apply to projects from January 2008 to June 2009.

Medical and Psychological Consultation Services RFP
The Department of Health and
Family Services (DHFS), Division of Health Care Financing (DHCF),
Disability Determination Bureau (DDB) issued a Request for Proposal (RFP)
to contract with qualified Vendors to provide medical and psychological
consultation services to DDB, the agency responsible for making
determinations of disability under Titles II, XVI and XIX of the Social
Security Act. This function is
performed under contract with the Social Security Administration (SSA).
The
disability determination process requires consultation services from
qualified doctors of medicine or osteopathy, psychologists, and a
speech-language pathologist on an ongoing basis.

BadgerCare Plus Dental Services Delivery System (Request for Information)
As part of the BadgerCare Plus initiative, the Department of Health and
Family Services is soliciting ideas to reform the dental services delivery system for
Family Medicaid and BadgerCare members through a request for information (RFI). This
is not a request for proposals, services, or bids, nor does
it represent any other formal procurement device.
DHFS’ primary objective in issuing this RFI is to solicit
creative strategies to dramatically improve access to comprehensive
dental care for children and families currently participating in family
Medicaid programs (i.e., AFDC, BadgerCare and Healthy Start). The Department
understands that addressing the dental access issue may require local,
regional or statewide solutions.
In addition to the $30 million currently spent on dental
services for Family Medicaid members, BadgerCare Plus sets aside an
additional $8.8 million in ongoing funding for services provided under
a transformed dental delivery system.

Division of Long Term Care
Statewide Guardianship Support Center and
Clearinghouse
The Division of Disability and Elder Services is providing a
single $100,000 grant award under this RFP. The grant will be issued to
provide information, support and education to guardians, family members
and professionals who work with guardians and other substitute
decision-makers through a Guardianship Support Center and Clearinghouse.
Funds awarded under this solicitation will be for the period of July 1,
2007 through June 30, 2008.
The goals of this project are as follows:
- Manage a statewide Elder Abuse/Adults at Risk (APS) Listserv.
- Establish a Guardianship Support Center using qualified legal staff,
to provide information/consultation to guardians, family members and
professionals who work with guardians and other substitute
decision-makers via a statewide toll free telephone number and via
email correspondence.
- Produce a quarterly newsletter in electronic format with a small
amount available in print, covering topics on guardianship, adults at
risk and other related topics.
- Produce training materials on guardianship and other related topics,
at the direction of the Bureau of Aging and Disability Resources.
- Meet regularly with Bureau of Aging and Disability Resources staff
to plan and develop consistent programming, avoid duplication of
efforts and assure coordination of activities.

Pathways to Independence Northern Region Grant
The Pathways to Independence project within the Wisconsin Department of
Health and Family Services is offering grant funds up to $80,000 to
decrease barriers to and increase opportunities for person-centered,
integrated employment in order to support people with disabilities in
achieving their desired employment outcomes.
The Pathways to Independence grants will assist the Northern Region of
the State as it prepares for the expansion of managed long-term care.
The mission of Pathways to Independence is to develop a comprehensive
system that:
- Maximizes employment of people with disabilities
- Increases the state's labor force by including people with
disabilities
- Protects and enhances workers' healthcare, other benefits and needed
supports
Increasing the capacity to provide integrated employment in Ashland,
Bayfield, Forest, Iron, Oneida, Price, Sawyer and Vilas Counties will
support the future expansion of managed long-term care into the Northern
Region of the State.
The Northern Region Grant project is funded by the Wisconsin Medicaid
Infrastructure Grant. Several grants less than $80,000 may be awarded.
Total funds awarded to all applicants will not exceed $80,000. The
Department reserves the right to make one award of $80,000.

The Wisconsin Disability Benefits Network -- RFP #1598 DLTC-LS

Benefits Network (WDBN). The Division of Long Term Care intends to use the

ANNOUNCEMENT OF COMPETITIVE GRANT TO PROVIDE COLPOSCOPY SERVICES
The Wisconsin Department of Health and Family Services/Division of
Public Health (DHFS/DPH) announces its plan to release a competitive grant
application to provide colposcopy services for women enrolled in Badger
Care Plus programs and for other low-income women.
A Request for Proposals (RFP) will be for a five-year grant cycle
beginning in State Fiscal Year 2009 (July 1, 2008 through June 30,
2009).
The amount of the initial grant award (first contract year) will be
$175,000. The amount of each subsequent annual contract will be $75,000.
Colposcopy services under this competitive grant application must be
provided in a county (or counties) located in the Division of Public
Health’s Northern and Western Regions.
The Wisconsin Division of Public Health will only accept competitive
applications for services to be provided in one or more of the following
counties:
Northern Region Counties: Ashland; Bayfield; Florence; Forest;
Iron; Langlade; Lincoln; Marathon; Oneida; Portage; Price; Sawyer; Taylor;
Vilas; Wood.
Western Region Counties: Barron; Buffalo; Burnett; Chippewa;

- Currently provide cervical cancer screening services in one or more

- Currently provide comprehensive family planning/reproductive health
services that meet Division of Public Health Program requirements.

Friday, July 25, 2008.
Failure to submit a Notice of Intent may make an organization
ineligible to subsequently submit a competitive application.

Minority Health Mini-Grants
The Minority Health grants are intended to build the capacity of local
communities to provide culturally and linguistically appropriate health
resources and services for African Americans, American Indians, Southeast
Asians, and/or Hispanics/Latino and to eliminate racial/ethnic disparities
in health and healthcare. Applications are targeted to racial/ethnic
community-based organizations and tribes in Wisconsin.
The Division of Public Health intends to use the results of this
process to grant awards for the period of October 15, 2007 to June 30,
2008 and eligible continuation grants for the period from July 1, 2008, to
June 30, 2009.

Minority Healthy Birth Outcomes Public Information Campaign

private, nonprofit corporations to involve community input for a public
information campaign on improving minority birth outcomes. The purpose of
this grant is to recruit focus groups from the African American
communities in Beloit, Kenosha, Madison, Milwaukee, and Racine
and to assist in developing effective messages for a
culturally-appropriate public information campaign aimed at improving
birth outcomes for minority populations in Wisconsin.

Milwaukee Adolescent Pregnancy Prevention Partnership Grant
The Division of Public Health announces a Notice of Intent
Application for an opportunity for eligible organizations to compete for a
Milwaukee Adolescent Pregnancy Prevention Partnership Grant.

Tobacco Prevention & Control in Waukesha County (RFP #1582-DPH-LS)
The Division of Public Health is providing funding to address the
burden of tobacco use and exposure in Waukesha County. Funding will be
provided to conduct specific evidence-based community interventions and
provide support of an existing community coalition. Funding is also
provided to support the WI Wins program which is an effort to reduce youth
smoking and reduce access to tobacco products by conducting compliance
checks at local retailers. A total of $112,216 is available to make a
maximum of two grant awards under this RFP. The $112,216 is divided into
the following project categories:
- $82,624 is available to fund Tobacco Prevention & Control
Community Interventions in Waukesha County.
- $29,592 is available to fund Tobacco Prevention & Control WI
Wins compliance checks in Waukesha County.

Oral Health Access Grant (RFP # 1579-DPH-BC)
The Division of Public Health is providing funding
for grants to improve Oral Health Access. A total of $1,876,300 is
available for one-time competitive grants ranging between $25,000 and
$500,000 to expand or create successful local oral health programs.
No match or in-kind funds are required. It is expected that grant
funds will be expended by the end of SFY 08. Funding for this
program is targeted to serve individuals at highest risk of oral disease
or significant negative outcomes if left untreated.

The purpose of this document is to solicit information from vendors on
available software for an Emergency Medical Services licensing system for
the Department of Health and Family Services’ (DHFS) Division of Public
Health (DPH). DHFS is seeking information about the hardware and software
required, the performance capabilities, the range of costs associated with

Statewide Vital Records Information System - RFP # 1580 DPH-EG
The purpose of this document is to provide interested parties with
information enabling them to prepare and submit a proposal for
configurable off-the-shelf software for an automated Statewide Vital
Records Information System for the Wisconsin Department of Health and
Family Services (DHFS). The Department's Division of Public Health seeks
to procure and implement a system for use at the State Vital Records
Office and Local Vital Records Offices and their partners throughout
Wisconsin. Partners include private entities and governmental agencies
that prepare, file, or amend vital records or, in other ways, interface
with the Wisconsin Vital Records System. The System must assure timely
responsiveness, security, and confidentiality of information for all
users.
The State of Wisconsin, as represented by its DHFS, intends to use the
results of this process to award a fixed price contract to purchase an
automated Statewide Vital Records Information System. The State also
intends to use the results to contract to provide implementation,
consultation services, data conversion, installation, interface
development, roll-out, training, and maintenance/support services. The
State reserves the right to determine the most effective division of the

support the establishment of Alliance for Wisconsin Youth Regional

population.

You are invited to submit a proposal to the Wisconsin Department of
Health and Family Services (DHFS) for a Coordinated Services Team (CST)
Initiative. Funds are being provided to promote a system change
emphasizing family-focused, strength-based services to families with
children involved in mental health, substance abuse, and child welfare
services.

The Request for Proposal (RFP) contains information regarding technical
specifications and response requirements. Detailed program planning,
design, monitoring, reporting and evaluation procedures will be required.
Requirements in this RFP will be used to rank and select new CST counties
and tribes that will be funded as money becomes available. There will be
$39,000 available as of July 1, 2008 and $53,500 on October 1, 2008, with
additional funds anticipated in the following years to fund eight more
sites in 2009, four sites in 2010, and two sites in 2011.

FOCUS 2008 Conference and Pre-Conference Facility The
Department of Health and Family Services (DHFS) is requesting bids to
secure conference space for the DQA FOCUS 2008 Pre-Conference and
Conference to be held on Tuesday, August 5, 2008 through Wednesday August
6, 2008. Upon mutual consent, this contract may be extended to secure
conference space for DQA’s FOCUS 2009 and FOCUS 2010 Pre-Conference and
Conference.
The pre-conference on Tuesday, August 5, 2008 will have approximately
450 people in attendance. The conference facility desired will have one
room for 450 people and 5 breakout rooms that will accommodate a minimum
of 100 people each for the pre-conference on Tuesday, August 5, 2008. The
FOCUS 2008 Conference on Wednesday August 6, 2008 will have approximately
900 people in attendance. The conference facility desired will have one
room for 900 people and a minimum of 8 breakout rooms that will each
accommodate 100-150 people each.
