Community Support Programs for Persons with Severe and Persistent Mental Illnesses in Wisconsin

Introduction

The Bureau of Prevention, Treatment and Recovery, Division of Disability and Elder Services, programmatically and fiscally supports the development of Community Support Programs (CSPs) for persons with severe and persistent mental illnesses.

A Community Support Program or CSP is a coordinated care and treatment program which provides a range of treatment, rehabilitation, and support services through an identified treatment program and staff to ensure ongoing therapeutic involvement, individualized treatment, rehabilitation, and support services in the community for persons with severe and persistent mental illness.                          

This summary was prepared as part of the state oversight activities as required in ss. 51.421.

It is based on information received by The Bureau of Prevention, Treatment and Recovery, from the 1995 Annual Community Support Program Monitoring Reports prepared by local CSP Programs in 1996.

Survey data from the 1994 survey is referenced in several instances when the annual data between 1994 and 1995 reflects a significant change.  Data in this summary are reflective of 92 Community Support Programs in 72 counties.

There was a 100% response rate from the certified CSPs to the 1995 CSP Monitoring Report.

The information gathered by the monitoring reports represents an approximation of the treatment and community support experiences of the Wisconsin CSPs.

This summary should not be read as a presentation of absolute numbers since it uses point-in-time data.

This summary does indicate the treatment, services, and client demographic trends within these programs, and contains the most accurate information currently available.  Problems that programs have identified as being the most challenging are also part of this summary.

Information is presented at the end of the summary report regarding the cooperative efforts of CSPs and Community Options Programs (COPs) to serve persons with mental illnesses using both COP and CSP sources of funding.
