Medicaid Managed Care Programs

  • Wisconsin Medicaid is a national leader in the use of managed care:

    • Innovative use of managed care for special populations.

    • Rigorous oversight of Health Maintenance Organizations (HMOs) and specialized managed care programs with expectations based on Public Health Agenda objectives.

    • Community involvement through statewide Managed Care Advisory meetings with stakeholders.
       

  • The Division of Health Care Access and Accountability (DHCAA) operates the following programs:

    • A Family Medicaid and BadgerCare HMO program for low-income children and their caretakers.
    • Supplemental Security Income (SSI) Managed Care for elderly and persons with disabilities in Milwaukee, Kenosha, Ozaukee, Racine, Washington, and Waukesha Counties, with plans for expansion in 2008.
    • Two specialized managed care programs called Children Come First (CCF), and Wraparound Milwaukee (WM), for children with special needs.

  • Total statewide enrollment as of March 2008: 23,083
  • Six HMOs participating including: Abri Health Plan, Group Health Eau Claire, iCare, Managed Health Services, Network Health Plan and UnitedHealthcare.
  • By March 2008, 34 Counties will have implemented SSI Managed Care.
