• Financial Management Manual Department of Health and Family Service's contracts with counties, tribes and 51 boards require these agencies to follow the administration and auditing requirements in the Financial Management Manual.

• 45 CFR Part 92 (exit DHFS) "Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments," also known as the "Common Rule," as adopted by the Federal Department of Health and Human Services (search Title 45 for "45 CFR PART 92").

• Managing Contracts - A Guide for Contract Administrators (PDF, 964 KB).  This guide was written by a group of procurement experts from several state agencies to provide advice to contract administrators.  It has well-written, generic advice, and while relatively short, it is comprehensive enough to be a good resource for many contracting situations.  Keep in mind that the intended audience is state contract experts, so you'll see references to the "state" as the purchaser and references to state procurement law. Some of these concepts might not apply to your organization.
