Eligibility Management (Income Maintenance) Home >> DHFS Citizenship and Identity TeleconferenceWisconsin implemented the Citizenship and Identity provision of the federal Deficit Reduction Act on August 1, 2006. Federal Medicaid law and regulations now require all Medicaid applicants and recipients who declare themselves to be U.S. citizens to document their citizenship and identity. On October 4, 2006 the Department of Health and Family Services' Bureau of Enrollment Management held a teleconference with community partners to discuss Wisconsin's implementation of the Citizenship and Identity requirement.
