Re:  New Resource: Intensive Treatment Program for Children
SHORT-TERM ASSESSMENT PROGRAM

We are very pleased to announce a new treatment resource available to community developmental disabilities programs. This memo describes the services offered to children and adolescents at a new Intensive Treatment Program at Central Wisconsin Center for the Developmentally Disabled, beginning Jan 9, 2003.

Program Description:
Stevens Hall is a short-term assessment program for children with severe cognitive impairments. This program is located on the grounds of Central Wisconsin Center (CWC) on Madison’s north side. Stevens Hall is an unlocked, 12 bed, short-term program designed to meet the unique needs of children and adolescents with severe to profound cognitive impairments combined with significant behavioral challenges and/or psychiatric needs. The target age range for an individual assessed in this program is from 12 to 22 years of age. The Stevens Hall assessment team will provide a detailed interdisciplinary assessment of the individual’s current status, respond to referral questions and provide recommendations for supporting the individual in his/her community living setting. The program is designed for a length of stay of 5 to 28 days.

Program Philosophy:
The Stevens Hall program will provide a safe and structured inpatient setting where collaborative, interdisciplinary assessments can be conducted. Assessment information is obtained during structured evaluation sessions. The interdisciplinary team periodically meets during the individual’s stay to review assessment information and to identify potential treatment strategies. The purpose of the program is to identify and recommend treatment strategies that will support the individual in their community setting. Recommendations are shared at a discharge meeting held at the end of the individual’s stay. Follow-up consultations may be arranged.

Behavior and Psychiatric Assessment:
Individuals receiving services in this program will typically present significant behavioral challenges. Challenging behaviors may include self-injurious behavior (SIB), aggressive behaviors, and destructive behaviors. Behavior assessments will include identification of the behavior function, identification of desirable behaviors that might serve to replace the challenging behavior as well as general intervention and support recommendations. Assessments of psychiatric issues are provided and treatment interventions are recommended. In some cases, adjustments of current medications may be recommended and initiated. This program is not designed to manage individuals who present significant elopement or suicide risks or those who present serious risk for ingestion of inedible items.

Cost to Counties:
Services are provided to children with developmental disabilities that meet the admission criteria for this program. Daily rates are established in the DSL Memo Series 2000-12, published September 13, 2002, and any subsequent rate memos. Under ss.51.437(4rm)(c)2m, the county department of human services or community programs services will be billed the non-federal share for services provided to individuals under ss. 51.06(1m)(d) who are eligible for Medicaid. The Billing and Collections Unit of the Bureau of Fiscal Services will bill counties for the non-federal share of Medicaid payments for the care of the persons receiving services in this program. The amount charged to the counties will be lower if some portion of the care is covered by non-Medicaid dollars. The amount charged to the counties will change as the Medicaid rate per day and/or the non-federal share changes. On October 1, 2002 the proposed non-federal share of Medicaid did increase from 41.43 percent to 41.57 percent. The county will not be billed for the non-federal share of the Medicaid payments for clients admitted for services whose cost of care is covered by a county-operated Care Management Organization.

Admission Criteria:

  • Primary MR/DD diagnosis with a severe to profound cognitive impairment
  • The program will accommodate individuals of either gender
  • The age range served is 12 to 22 years (younger individuals may be considered)
  • Ambulatory or semi-ambulatory individuals can be served
  • Medical/nursing needs can be served in this program
  • Admissions are voluntary
  • The individual must qualify for active treatment services
  • The individual presents behavior challenges and psychiatric concerns
  • A discharge date is determined at the time of admission to the program
