RE: Study Of Services To Persons With Sensory And Physical Disabilities
For the period July 1, 2001, through December 31, 2001, the Division of Supportive
Living is conducting a study of the utilization of publicly-funded alcohol and other drug
abuse and mental health services by persons with physical or sensory disabilities. We will
analyze data from the Human Services Reporting System (HSRS) to achieve the following
three goals:
-
Improve overall reporting of clients with physical or sensory disabilities in HSRS.
-
Identify the prevalence of clients with physical or sensory disabilities served by the
mental health and substance abuse services systems.
-
Over time we will track the utilization of services by persons with physical or sensory
disabilities.
- Compare outcomes achieved among persons with disabilities with the general population of
persons served.
In preparation for the study, please review your agency's HSRS reporting practices
regarding persons with sensory and physical disabilities and ensure that their AODA and/or
mental health HSRS record is coded properly. The HSRS client characteristics field has
been designed so that up to three disabilities can be recorded. Here are the HSRS fields
and codes:
Fields:
HSRS CORE: Client Characteristics - Field 7
HSRS AODA Module: Client Characteristics - Field 8
HSRS Mental Health Module: Client Characteristics - Field 7
Codes:
07 blind or vision impaired
08 hard of hearing
09 physical disability
32 deaf/blind
79 deaf
The data will be used in our strategic planning process to improve services to persons
with disabilities. We will also produce a report after the study is complete, which we
will share with you. Thank you for your cooperation.
