Re: Announcement of the new Client Rights Internet Site
I am pleased to inform you that, as part of our
continuous effort to make information about State of Wisconsin programs
more easily available, the Client Rights Office has developed an
Internet site on Client Rights as part of the DHFS web site. The site
contains information about the rights of consumers who are receiving
services for mental health, developmental disabilities,
or substance abuse in the state of Wisconsin. The target
audiences are consumers, Client Rights Specialists in the community,
administrators, and anyone else interested in client rights.

Besides an introduction to client rights, this site contains
the following:
- Information about the Client Rights Office staff, mission
statement and duties
- Information on Confidentiality of treatment records
- Information on the role of the Guardian in decision-making
- Information on informed consents for treatment,
medications, etc.
- Information on the rights of both inpatients and outpatients
- How to obtain Client Rights forms, publications and posters
- A flow chart for the HFS 94 community grievance
procedure
- A flow chart for the grievance procedure used in state-operated
facilities
- Links
to the Internet sites for state-operated facilities
- Information on limiting or denying client rights in
inpatient settings
- Information about procedures regarding non-Wisconsin residents
who are emergency detained
The site also links to the client rights laws
and rules, other sites on guardianship and sites on
the rights of consumers in nursing homes, health care,
and hospitals.
The Client Rights Office plans on expanding this site in the future
to include:
- A "digest" of decisions issued at Level III and
IV of the HFS 94 grievance process
- Web-based training for Client Rights Specialists on various
client rights topics - from basic rights training to more detailed
training on records confidentiality, guardianship issues, the rights
limitation process, etc.
Any feedback for improving this site is welcome.
