Re: Transfer of Mike Peters’ Responsibilities

Mike Peters, who was responsible for several programs that county human services agencies and other parties rely on, retires from state service on January 2, 2004. Mike’s responsibilities were the following:

  1. Community Program Grievance Examiner: Conduct Level III administrative reviews of appeals of program and county agency level decisions of grievances filed under s. 51.61, Stats., and Administrative Code HFS 94.
  2. Emergency Detention Coordinator Out-of- state Residents: Approve emergency detention reimbursement authorization to county agencies for mental health and AODA services provided to non-Wisconsin residents who are emergency detained in a Wisconsin county.
  3. Wisconsin Interstate Compact Administrator: Coordinate requests to transfer persons with a severe and persistent mental illness or a developmental disability to and from Wisconsin.
  4. Residency Coordinator: Develop formal residency determinations when a person’s county of residency is in dispute.

In addition to the day-to-day activities for these four programs, Mike also provided consultation and training in each of these areas.

Effective January 5, 2004, the following persons will assume these responsibilities:

Reportable deaths

Until January 2003 Mike was also the Coordinator of the Reportable Death Review responsibility area. That responsibility was transferred to the Bureau of Quality Assurance (BQA) in January 2003. The BQA contact person for questions about the reportable death review process is:

All completed reportable death reports should be faxed to the BQA supervisor for the program under which the reporting agency or facility is licensed and/or certified. The list of supervisory positions to which death reports should be faxed within 24 hours of a reportable death, or of learning of a death, is found on the DDES BQA web site attached to the "Client / Patient Death Determination" form DDE-2470.

We hope that the transition of these responsibilities will be as seamless as possible for you. Please share this information with staff in your agencies who are responsible for these issue areas so they are aware of the changes.
