Subject: Additional 150 CIP II Diversion slots available to counties
I am pleased to announce that the Department has approval to fund an
additional 150 CIP II Diversion slots available to counties to divert
persons who are at high risk of entering a nursing home, as per DDES Memo
Series 2006-7. The allocation of these funds will be per this numbered
memo and will be available on a first come, first served basis. Funding
for these new diversions slots will be effective March 27, 2007. Please
note that this funding is for persons who are not currently receiving
waiver services.
Results from the initial allocation of CIP II Diversion slots indicate
that the program was a success and that counties were able to serve people
who were on their waiting list and who were at high risk of entering a
nursing home. The 150 slots were allocated to 38 counties within 8 weeks
and, as slots have returned to the Department, all eligible counties have
been offered at least one diversion slot.
I also want to take this opportunity to provide information regarding
the use of the initial CIP II Diversion slots and to note the strong
effort by counties to help people stay in the community.
- 104 of the 150 persons served were registered on HSRS as waiting
for services:
- 6 months or less 36 persons
- 7 months to 1 year 17
persons
- 13 months to 2 years 28 persons
- 25 months to 4 years 20
persons
- Greater than 4 years 3 persons
- The average cost of diverting a person from a nursing home is an
estimated $48.65 per day.
- Counties served a diverse age group:
- 18-49 years 16 persons
- 50-64 years 29 persons
- 65-74 years 18 persons
- 74-84 years 46 persons
- 85-99 years 36 persons
- Counties were also able to serve people in a wide variety of
community settings and most people were able to stay in their existing
home or continue to live with family:

I am very pleased that this funding is available that will allow
counties to continue working with people in their community to stay at
home. We appreciated the work of the county staff who previously submitted
applications for diversion funding and their care in fully completing the
seven steps outlined in DDES Memo Series 2006-07. Their attention to
detail certainly helped our ability to proceed efficiently and quickly.
