The Wisconsin Children and Youth with Special Health Care Needs (CYSHCN) Program
is funded by the Maternal Child Health Title V Block Grant.

The CYSHCN Program is located in the Department of Health and Family
Services, Division of Public Health, Bureau of Family and Community
Health.
The philosophy and principles of this Program are:
- Children are best served within their families.
- Children and families are best supported within the context of their
community.
- Families will have convenient access to care coordinators.
- Collaboration is the best way to provide comprehensive services.
- Family perspectives and presence must be included in all aspects of
the system.
Background Information
All states are mandated by Amendments to Title V of the 1935 Social
Security Act in the Omnibus Budget and Reconciliation Act of 1989 (OBRA
'89) to "provide and to promote family-centered, community-based,
culturally-competent, coordinated care for children with special health
care needs." This Act enabled each state to "facilitate
the development of community-based systems of services for children with
special health care needs and their families."
The U.S. Department of Health and Human Services (HRSA), Maternal Child
Health Bureau (MCHB) released "Healthy People 2010". The
goals of this strategic plan are to increase the quality and years for a
healthy life and to eliminate health disparities. Promoting health
and access to care for children with special health care needs is included
in "Healthy People 2010".

The Wisconsin CYSHCN Program directs projects and programs, provides
leadership and technical assistance to support the efforts of agencies,
provides education and training opportunities for staff and service
providers and coordinates a statewide system of nutrition services.
The CYSHCN Program provides grants to promote care for Wisconsin children
and youth with special health care needs and their families.
