M Definition
MA Medical Assistance (federal)
MA WAIVER An exemption from a requirement of federal Medical Assistance (Medicaid) law, granted to the Department by the Secretary of the U.S. Department of Health and Human Services under the authority of 42 USC 1396n (b), (c) or (d). Currently the Department has a waiver under which it requires MA recipients in Milwaukee County to participate in HMOs that are under contract to the Department for this purpose, and waivers that enable the Department to provide MA-funded home and community-based services under CIP I-A, CIP I-B, CIP II and COP to MA-eligible elderly and disabled persons who would otherwise need SNF or ICF level of care in nursing homes.
MAAC Medical Assistance Advisory Committee; advises the Division of Health Care Financing about administration of the MA program.
MD Muscular dystrophy.
MDS Minimum data set-a core set of data elements that describe nursing home resident clinical, functional and demographic characteristics, submitted by nursing homes to DHFS on a weekly or monthly basis.
MEDICAID Title XIX of the federal Social Security Act and 42 CFR 430 to 456; pays for medical care for low-income persons; state-administered; same as Medical Assistance.
MEDICAL ASSISTANCE (MA) Term for the Medicaid (Title XIX) program, which pays for necessary health care services for eligible persons whose financial resources are not adequate to provide for their health care needs.
MEDICARE Title XVIII of the federal Social Security Act and 42 CFR 405 to 424; insurance-like payments for medical care of persons aged 65 and over; administered by federal Social Security Administration.
MEDS Medicaid Evaluation and Decision Support (data warehouse)

NURSING HOME A place which provides 24 hour services including board and room to 3 or more unrelated residents who because of their mental or physical condition require nursing care. Nursing homes are licensed by DHFS under ch. HFS 132 Adm. Codes.

PACE Program of all-Inclusive Care for the Elderly. Operated in Milwaukee by Community Care for the Elderly and in Dane County by Eldercare, under contract with DHFS.
PACT Program for Assertive Community Treatment; an outpatient program for adults operated by Mendota Mental Health Institute.
PAR Position action request; a personnel form used for both hiring and reclassification purposes.
PART H Early intervention program for infants and toddlers (age 0-2) with disabilities under PL 99-457. This is now Part C of PL 105-17. See BIRTH TO 3.
PCU Program Certification Unit (OQA)
PD Position description form, describing the duties, performance expectations, and knowledge required for a position; there is a PD for every position.
PDE Publication, for DLTC and DMHSAS (formerly DDES)
PERSONAL CARE SERVICES Mainly refers to assistance with activities of daily living such as eating, dressing, bathing and walking.
PIVS Personnel Information Verification System in DHSS; formerly known as Personnel Information Control System (PICS).
PL Public Law; Federal term equivalent to session law in Wisconsin.
PL 94-142 The Education for All Handicapped Children Act; provides basic requirements for the educational system in serving handicapped children.
POS Purchase of services.
POVERTY LEVEL See FEDERAL POVERTY LEVEL.
PPD Performance Planning and Development, a system for improving performance of department employes based on joint supervisor-employe planning and emphasizing results and opportunities for staff development.
PPNIC Program for Psychotic and Neurologically Impaired Children, at Mendota Mental Health Institute.
PR Program revenues; consist of revenues paid into a specific fund in payment for a product or service and used to meet the cost of producing or providing that product or service.
PREFERRED PROVIDER ORGANIZATION (PPO) A limited or preferred group of physicians and hospitals (providers) that offer a discount on their normal charges for services provided to members of an organization which contracts with it.
PRF Program revenues-Federal; consist of revenues received by the state from the Federal government in support of programs and projects operated by the Department or in reimbursement for the cost of services provided through programs operated by the Department.
PRO(a) Program revenues-other; consist of fees collected by the Department for licenses or services, and nonfederal grants received.
PRO(b) Peer Review Organization; federally required physician-sponsored group charged to review necessity, quality and appropriateness of services provided under Medicare, Medicaid and Maternal and Child Health programs in connection with reimbursing providers.
PROGRAM ACCESSIBILITY Federal/state requirement that each program or activity funded through DHFS be operated so that the program or activity, when viewed in its entirety, is readily accessible to and usable by persons with disabilities.
PROSPECTIVE RATE REIMBURSEMENT Any method of paying medical care providers under which amounts or rates are established in advance and providers are paid regardless of actual costs.
PROTECTIVE PLACEMENT Under s. 55.06, Wis. Stats., court-ordered placement of persons found incompetent to manage their own affairs and in need of care and custody; placement is in nursing homes and other non-psychiatric protective living settings.
PROTECTIVE SERVICES Assistance to protect vulnerable persons from being abused, exploited, or treated in a degrading manner, and to help those who are adults live as independently as possible.
PROVIDED SERVICES Services for people actually provided by staff of the Department or local human service agencies, rather than purchased.
PRS Program revenues-service; consist of revenues made up of payments from other state appropriations.
PT Physical therapy.
 
Q Definition
QA Quality assurance.
QMRP Qualified mental retardation professional; an employe of a facility for the developmentally disabled or a nursing home who has specialized training in mental retardation or at least one year of experience in treating or working with mentally retarded persons and who has at least a bachelor's degree in a human services field.

RANGE Salary level within a schedule; each schedule is divided into a number of salary levels/pay ranges.

RECLASSIFICATION Personnel action which changes a position's job class, usually upward, in recognition of changed duties and/or responsibilities.
REGISTRY OF AIDES The Department's record of qualified nurse assistants who work in hospitals or nursing homes, home health aides and hospice aides. These have successfully completed training and testing or are otherwise eligible to be included in the registry. Also a source of information for prospective employers about any finding that an aide when employed elsewhere abused or neglected a patient or resident or misappropriated a patient's or resident's property. Registry is operated by Department under ch. HSS 129 rules (qualifications part) and ch. HFS 13 rules (misconduct part).
REHABILITATION ACT OF 1973 Federal vocational rehabilitation and independent living services legislation, 29 USC 701-796, which governs state administration of employment and independent living services for people with disabilities.
RESIDENTIAL CARE APARTMENT COMPLEX New name for Assisted Living Facility. See Assisted Living Facility.
RESPITE CARE Temporary, intermittent relief for the family member or other person taking care of an elderly or disabled adult or a child at risk.
RESPONSIBILITY AREA An organizational unit with a person in charge who is responsible for operation of the unit, to include supervision, fiscal management and program administration; has an operating budget.

SEA Senior Energy Aides; outreach program to reach older adults with offers of energy assistance and weatherization.
SECONDARY GRANT A grant made from a grant received; usually funds made available by the Department to a local service provider for a particular project from funds provided to the Department by a Federal government agency.
SECTION 504 of the Rehabilitation Act of 1973; prohibits discrimination in service delivery and employment based on handicap.
SED Severely emotionally disabled, in reference to a child.
SESSION LAW An act of the State Legislature; equivalent to a public law (PL) enacted by Congress.
SEXUAL PREDATOR LAW Chapter 980, Wisconsin Statutes.
SFY State fiscal year, July 1 to June 30.
SINGLE AUDIT A comprehensive financial and compliance audit pursuant to OMB Circular A-128 of a county receiving federal funds through the Department; reviewed by Department audit staff.
SMIC Services for Multiply Impaired Children, a unit at Winnebago Mental Health Institute.
SNF Skilled nursing facility; a federal Titles XVIII and XIX certification term and state licensing term for long-term care facilities that provide care to residents who no longer need the type of care and treatment provided in a hospital but do require some medical attention and continuous skilled nursing observation.

SPOUSAL IMPOVERISHMENT LAW Refers to 49.455, Wisconsin Statutes, which is designed to prevent the impoverishment of the noninstitutionalized spouse of an institutionalized Medicaid recipient by reserving part of the couple's income and resources for the support of the spouse who is not institutionalized.
SSA Social Security Administration in HHS.
SSBG Social Services Block Grant. A federal grant which provides funds to states for a variety of social services, and which in turn is distributed by the Department on a formula basis to counties which provide or purchase these services for people who need them.
SSD County social services departments; these administer public assistance and social service programs; same as DSS, CSSD.
SSDI Social Security Disability Insurance.
SSI Supplemental Security Income; a federal government income support program for aged, blind and disabled persons; checks are distributed by the federal government; monthly grant includes a state supplement amounting to over 20%.
SSI-E The state's extra supplement to SSI payments made in recognition of exceptional expenses and available to persons who live in licensed or certified residential care settings or who live at home but receive a high level of supportive services.

STATE BUILDING CODE Chapters Comm 50 to 64 of the Wisconsin Administrative Code.
STATE PLAN Usually refers to a document prepared by the Department as a condition for receipt of Federal funds; often a compliance document or a record of policy and procedure.
STATEMENT OF SCOPE For proposed administrative rules. Required since April 1, 1996 under s. 227.135, Stats.
STATEWIDE BED LIMIT The maximum number of nursing home and FDD beds which may be licensed in the state. Established biennially by the Legislature under s. 150.31, Wis. Stats., with adjustments made by the Department under ch. HSS 122 rules.
STATS Short-Term Assessment and Treatment Services. A unit for children and adolescents at Winnebago Mental Health Institute.
STEP(a) A pay increment within a pay range. A range consists of several steps.
STEP(b) Specialized Treatment for the Exceptional Person; an adult behavior modification treatment unit at Winnebago Mental Health Institute.
SUM CERTAIN An appropriation providing funding up to but not exceeding a certain amount.
SUM SUFFICIENT An appropriation providing whatever level of funding is necessary to accomplish the purpose for which it was made.
SUPERRULE Chapters HFS 101 to 108, Wis. Adm. Code, the Department's rules for administration of the Medical Assistance (MA) program.
SUPPORTED EMPLOYMENT A VR program which provides supplemental funding to pay for on-the-job skill training and ongoing support services up to 18 months for severely handicapped clients who are placed in jobs and need ongoing training and support services to perform in those jobs.
SUPPORTIVE HOME CARE Care provided to elderly and disabled persons residing in their own homes; consists of assistance with daily living needs, including household care and personal care.
