Promoting Safe and Stable Families

The
Promoting Safe and Stable Families (PSSF) Program focuses on helping
families stay together. It seeks to prevent child abuse and neglect, avoid
the removal of children from their homes and supports timely reunification
where temporary removal has been necessary, in order to ensure
children’s safety. The program also provides services to promote and
support adoptions for those children who cannot return home safely.
The
services are designed to help agencies operate integrated, preventive
family preservation services and community-based family support services
for families at risk or in crisis. Most grant funds in
Wisconsin
go to county agencies.
Under
the provisions of Title IV-B, Subpart 2, of the Social Security Act, for
Federal Fiscal Year 2006,
Wisconsin
received its regular allocation of $4,288,539 and a
"discretionary" allocation of $1,219,690 to fund Promoting Safe
and Stable Families program initiatives. The purpose of this federal grant
is, "to promote family strength and stability, enhance parental
functioning and protect children." The federal government mandates
the grant award to be spent in the following manner: 20% for family
support, 20% for family preservation, 20% for time limited reunification,
20% for adoption and the remaining 20% may be spent on any of the
preceding four areas.
In
Calendar Year 2006, $1,101,980 was allocated to the Special Needs Adoption
Program and $3,453,050 has been allocated to 70 counties to fund
preservation, support and reunification services for children and
families.
