Reports From the Wisconsin Birth to 3 Program

The Wisconsin Birth to 3 Program
State Performance Plan (SPP)

The State Performance Plan (FFY 2005-2010) was originally submitted on December 2, 2005 to the U.S. Department of Education (DOE). This is a federally required plan that is reviewed and approved or modified by the DOE Secretary. The States were required to include: (1) baseline data that reflect the State’s efforts to implement Part C of the IDEA; (2) measurable and rigorous targets for the next six years for each of the indicators established by the DOE Secretary in the priority areas under section 616(a) of the IDEA; and (3) activities the State will undertake to improve implementation of Part C.

The DOE Secretary, Office of Special Education Programs (OSEP), informed Wisconsin on March 20, 2006 that Wisconsin's SPP under Part C met the requirements of section 616(b) to including measurable and rigorous targets and improvement activities. This letter and related comments may be viewed on OSEP's website. (Exit DHS)

State Annual Performance Reports (APR)

The State Annual Performance Report (APR) must be submitted annually by February 1st of each year. Federal requirements specify that the State shall report annually to the DOE Secretary and the public on the performance of the State under the State’s performance plan (SPP).

DETERMINATION STATUS FOR IMPLEMENTATION OF PART C IN WISCONSIN

Wisconsin's second Annual Performance Report (APR) for FFY 2006 (PDF, 337 KB) was originally submitted February 1, 2008. The Individuals with Disabilities Education Act (IDEA) requires that the DOE Secretary make an annual determination as to whether each State is meeting the requirements of the statute, based on the data submitted in the APR and other available information. You can access the Office of Special Education Programs' (OSEP) determination letter (PDF, 935 KB) regarding Wisconsin's performance, as well as the FFY 2006 APR response (PDF, 43 KB) at the OSEP's website. (Exit DHS)

As you will see, Wisconsin is in the "Needs Assistance" category for the second year. The letter and table delineate the rationale for the determination. Since Wisconsin, along with 25 other states, is in category 2 for a second consecutive year, sanctions are required to be imposed. Pursuant to that, the DOE Secretary has advised the State of available sources of technical assistance. Wisconsin also is required to notify the public of this enforcement action. This notice is designed in part to satisfy that requirement. You may also review OSEP's Determination letter (PDF, 935 KB), the FFY 2006 APR Response table (PDF, 43 KB), and an explanation of how DOE made these determinations (PDF, 17 KB). DHS is working with counties to provide the technical assistance that will be necessary to allow Wisconsin to "Meet Requirements" in the next FFY. Wisconsin prides itself on providing an exemplary Birth to 3 Program throughout the state, and is confident that the additional technical assistance accessed over the next year will demonstrate improved results.

County Performance Data

In addition to reporting on the overall state performance each year, the Birth to 3 program is also required to report annually on the performance of each individual county Birth to 3 Program based on the federal indicators described in the State Annual Performance Report.  To view a chart that lists county performance on Federal Indicators 1-8, please see this Birth to 3 County Data 2006-2007 Chart. (PDF, 19 KB)

For a more inter-active view of the FFY 2007 data, you are now able to access updated data. The North Central Regional Resource Center (Exit DHS), one of six regional resource centers funded by the U.S. DOE Office of Special Education Programs, hosts an online site (Exit DHS) where interested parties can view and compare the county data reported in Wisconsin's Annual Performance Report.
