Division of Mental Health and Substance Abuse Services

The Division of Mental Health and Substance Abuse Services (DMHSAS):

  • To integrate mental health and substance abuse services with the Departments and Governor's highest priorities
  • To promote the quality and accountability of specialized mental health and substance abuse services

The Division is also responsible for client rights reviews and investigations at the institutions and in the community. It also administers the State’s institutional programs for persons whose mental needs or developmental disabilities cannot be met in a community setting. 

The institutions provide medical, psychological, social and rehabilitative services. The two mental health institutes provide treatment for persons with mental health problems who are in need of hospitalization. Mendota Mental Health Institute houses a secure correctional facility to meet the mental health needs of male adolescents from Department of Corrections juvenile institutions.

The Wisconsin Resource Center is a medium security facility for prison inmates with mental illness whose treatment needs cannot be met in the Department of Corrections. It also provides treatment at the Sand Ridge Treatment Center for individuals civilly committed under the sexually violent persons law, and persons placed on supervised release and community notification.
