Part of 2001 Wisconsin Act
16 required the Department of Health Services to appoint a
committee to develop guidelines for an online, electronic filing system
for Wisconsin's vital records. Vital records include certificates
for births, deaths, marriages, and divorces. The pertinent part of Act
16

The new system would expand Wisconsin's current limited
use of electronic registration for vital records; see flowcharts (PDF, 17 KB).
The committee is made up of state and local vital records
staff and business partner stakeholders. Members include the State
Registrar, county elected officials, a physician, a funeral director, a
genealogist, and a representative from a birthing hospital, among others.
As required under Act 16, the committee reported its findings and recommendations to the
Governor and Legislature by January 1, 2003.
