Substance Abuse Prevention Services Information System (SAP-SIS)

The Substance Abuse Prevention Services Information System (SAP-SIS) is a web-based data collection tool developed by the State of Wisconsin, Department of Health Services, and the Division of Mental Health and Substance Abuse Services (DMHSAS).
The Purpose of SAP-SIS is to collect federally required Substance Abuse Prevention and Treatment (SAPT) Block Grant prevention data from state grantees, including counties and tribes, who receive SAPT Block Grant dollars. 

Collection of this data is required to meet Federal SAPT Block Grant and National Outcome Measure reporting requirements. Data collected through SAP-SIS will be used by the State of Wisconsin to fulfill annual SAPT Block Grant reporting requirements. Agencies will use SAP-SIS to report on required data from their prevention efforts throughout the contract year.

This system will take the place of previous paper and pencil prevention reports submitted by the primary contract agencies.

To use SAP-SIS, primary contract agencies must: 

  1. Obtain a Web Access Management System (WAMS ID) for all SAP-SIS users, https://on.wisconsin.gov/WAMS/SelfRegController 
    Users who already have a WAMS ID and password may skip this step. If you already conducted secure online reporting with the State of Wisconsin (GAC or HSRS), this WAMS ID will work for SAP-SIS. 
  2. Register the contract agency and its users with the Bureau of Prevention, Treatment and Recovery (BPTR) using the Agency/User Access Request.  

After completing these steps and receiving the approval from the Division, primary contract agencies and subcontract agency users will be able to log on to SAP-SIS to enter required data for provided prevention services.

Updates

Due to user feedback, updates have been made to the SAP-SIS reporting system. One of these updates will affect records submitted prior to August 1, 2008.
