Performance-Based Contracting & Grants and Contracting (GAC) Application

The Wisconsin  Division of Public Health (DPH) has implemented a model for the contracting process between DPH and its partners, local public health departments (LPHDs) and private agencies; that is performance-based, rather than cost-based reimbursement. This model of public health contracting requires a higher level of accountability by the contractee agency and allows the DPH to specifically measure the results of what its funding has purchased.

Performance-based contracting requires the negotiation of objectives that reflect desired outcomes or products, price, and risk. This process, which must take into account goals and focus across multiple program areas, requires electronic monitoring and documentation of decisions. The Grants and Contracts (GAC) System supports, and is an integral part of the management of this process.

The GAC System and its associated processes are owned and managed by the Division of Public Health. GAC is a password-protected, Web-based application that requires all users to have a Wisconsin user account and be assigned appropriate access (role).
